Meanwhile, we now have direct reports of reverse engineering efforts being blocked, while online complaints grow.

Ah, it’s ok to steal IP to build models, but not to use those models to steal IP. Got it.

What is permissible for Jupiter is not permissible for a cow.

Neither training models nor reverse engineering are necessarily IP theft. https://www.eff.org/issues/coders/reverse-engineering-faq

Going by the article you linked, game cloning runs into problems, including the EULA and potentially for copying information. Copyright cases also consider whether the potentially infringing text replaces the original in the market, which is another problem for cloning games.

Training models, as a concept, isn’t necessarily IP theft, but in practice has involved quite a bit of IP theft. Anthropic itself has come under fire for pirating books and scraping Reddit after agreeing not to scrape Reddit.

Game cloning and reverse engineering are probably completely different things. Reverse engineering games is normally legal. Distributing the assets of the original game is normally illegal. Making a new game clone that is nearly identical to an existing game is not something Claude can determine the legality of.
