From my extensive experience in this area (true crime podcasts lol), if your hitman is either quoting a reasonable price or offering a payment plan, they’re a cop.

It sows distrust in authority, so that those people will listen to fringe voices. These fringe voices tend to be grifters, scamming the rubes.
Politically it’s a binary issue, no room for compromise. If you’re anti-vax, you’re voting for the Republican candidate, despite what the other guy might be offering. So, this locks in votes and also plays into the long term strategy of having an uneducated underclass incapable of critical thinking. This provides cannon fodder for the politicians, and low paid drones for the fat cats.
I think it’s because they use their position to professionalise a bullshit job, presenting it as a field (HR Management), when their skills are rather ordinary. Really, they should be doing payroll and employment admin, not setting the tone for the organisation or being seen as specialists in any meaningful way. Also, job competencies and profiles disproportionality reward the “skills” found in HR, which i think reflects their input in designing these tools and templates.
Further, i find people who work in this field to have quite a high opinion of themselves and their usefulness.
