Motorola Mobility is American, and a subsidiary of Lenovo who are Chinese.

Simple answer is yes.
However, Lenovo have full legal and financial control over Motorola. But because Motorola is a subsidiary, it’s legally distinct from its parent company. And because it’s incorporated in the USA it has to be compliant with US law. So, for example, Lenovo is not permitted to compel Motorola to violate US law.
