        Circle selection tool, fill selected area/stroke selection with brush, boom done.

          You cannot move this circle, have to create a new layer for that. Okay, now put some text around the circle

            Smart Objects are afaik patented by Adobe.

            Or just use inkscape if you want to do vector graphics.

        Hehe, that’s true. Though it also takes 5 million clicks to draw a circle in Adobe Photoshop, or have things changed since I last used it?
